Brazilian Chamber Of Deputies Approves Medida Provisória, Alters CBF Electoral College

Brazil's chamber of deputies approved the Medida Proviória that refinances football club debt in addition to setting "rules for transparency and good management" on Tuesday, according to Mariana Haubert of FOLHA DE SÃO PAULO. The MP's text still "needs to be analyzed" by the senate by July 17, when it loses its validity, but it was altered to "benefit" the state federations as well as the Brazilian Football Federation (CBF). However, two "major" changes were made to the MP. The first was the "removal of the obligatory reduction of the financial debt acquired by clubs" by '21. The second was the "inclusion of new criteria for the assembly of the electoral college for the elections of 27 state federations" (FOLHA DE SÃO PAULO, 7/7). In São Paulo, Almir Leite reported one of the articles included in the MP will "allow clubs to take control of the CBF in the future." As of the next election, 20 second division clubs "will also have the right to vote." With this, the number of votes "will increase to 67." The increase in the electoral college "means that, if clubs unite, they could choose the president" as they hold 40 of the votes, whereas the federations only hold 27. Football player movement Bom Senso Exec Dir Ricardo Borges Martins said, "This was a fantastic measure, [and] very important. We always defended the fact that the clubs should have the power to manage football, and not the federations with their archaic structures." The new system "will come into place" in '19 (ESTADÃO, 7/9).
