As it stands now, votes for federation leaders each hold six times more "value," depending on the impact and size of each club, a proportion that Bandeira de Mello "evaluated as insufficient." Bandeira de Mello said that it is "a great injustice" for a club such as Flamengo, which has "millions of fans and numerous titles, to have a vote that holds only six times more weight than irrelevant clubs" when it comes to making important decisions.
