LFP Proposes New Measures To Combat Racism, Address Revenue-Debt Ratios

The Spanish Football League (LFP) will propose to the Spanish Football Federation (RFEF) and Spain's Superior Sports Council (CSD) "a reform of current legislation to combat acts of xenophobia and racism in football," according to Carlos Marcote of EL PERIODICO. The LFP's objective, "among other things, is to make partial stadium closures possible," which UEFA does, but "which currently is not possible in Spain." Another objective is "to allow referees to stop and suspend games when racist behavior occurs." LFP President Javier Tebas said, "We believe that Spanish disciplinary regulations should recognize some aspects that are so important that they will be able to more efficiently combat the deplorable acts that continue happening at Spanish stadiums" (EL PERIODICO, 6/16).

FINANCIAL REGULATIONS OUTLINED: The EFE reported Tebas announced that the LFP is planning to "establish limits on debt-revenue ratios, which clubs will have to meet to participate in professional competitions." Tebas: "If a club has debt significantly greater than its revenue... it is impossible for this club to meet its short-term obligations and the club cannot pay its players or the tax authorities. If these circumstances occur, these clubs will not be allowed in competitions." These calculations "will be made based on economic results" from Dec. 31. In the event that a "club exceeds the established ratio, it will have to present a guarantee for the following season in the form of a bank endorsement or capital increase." This "new requirement will be submitted" to the CSD in June for approval, with the intention of "applying it for next season." Tebas "also confirmed that the LFP is hoping to start work on a collective TV rights agreement covering all clubs" for the '16-17 season (EFE, 6/16).
