NHL Expansion Process Enters Final Phase, With Decision Now Up To League's BOG

The final phase of the NHL’s expansion process is set to conclude on Friday, with the decision on awarding expansion franchises essentially now in the hands of the league and its BOG. This latest phase, the third in an overall process launched on July 6, has the NHL reviewing the applicants’ business plans and revenue projections, as well as any other related elements and documents submitted. The league has also likely begun discussing potential expansion fees with the applicants, which could eclipse $500M. The two applicants -- Fidelity National Financial Chair Bill Foley for a franchise in Las Vegas and communications company Quebecor for a team in Québec City -- both remain steadfast in their interest in landing a team. While there is no set deadline for that final decision, it is expected that the BOG will meet prior to the start of the season in October, at which time they will hear from their executive committee regarding expansion. However, at this time, it is unclear if a vote to expand the league will take place then. The NHL has previously stated that any potential expansion team would not begin play prior to the ’17-18 season.
