S.F. Supervisor's Proposal Jeopardizes Giants' Mixed-Use Development Plans

S.F. City Supervisor Jane Kim said that she "will introduce a measure" today for the November ballot that "would cut in half the height of some of the proposed buildings and require the Giants to dedicate much more of [their] housing to low-income residents" for the team's planned mixed-used development across from AT&T Park, according to Emily Green of the S.F. CHRONICLE. The proposal "strikes at the heart of the Giants’ well-calibrated plan." Green notes the Giants "are paying for the project, but it is being built on public land the team is leasing for 75 years at a base rate" of $3.5M a year. The team will "seek voter approval of the project in November, which is required because Proposition B, passed last year, requires voter approval of any development on port property that exceeds current height limits." The multibillion-dollar redevelopment plan "includes 1,500 units of housing, 8 acres of parkland and 1.5 million square feet of commercial space." The team has also committed to building 33% of the units "as 'affordable' -- which the Giants define as families earning" up to 140% of the area median income, about $142,000 for a family of four. Kim wants to "cap the height limit at 120 feet and require half of the residential units be dedicated to affordable housing." She also wants the Giants to make 33% of the units "affordable to families earning up to" 120% of AMI, or $122,000. Giants Exec VP/Communications & Senior Advisor to the CEO Staci Slaughter said Kim's ballot measure, if passed, would “significantly put the project in jeopardy.” She added that the taller buildings "are necessary to subsidize the below-market, affordable housing units." Giants Exec VP & General Counsel Jack Bair said that the project "had already gone through significant revisions" (S.F. CHRONICLE, 6/2).
