The PGA Tour has hired LUIS GOICOURIA, a digital media exec who has been with MTV Networks the past 15 years, as the tour’s new VP/New Media Business Development & Operations. Goicouria will oversee deal-making, partnerships and operations for the PGA Tour’s new media platforms, including PGATour.com, mobile applications, social applications, international new media, satellite radio, video games, distribution and other digital initiatives. Goicouria served as MTV Networks VP/Digital Media for Latin America, Canada & U.S. Hispanic the past two years. (PGA Tour)...MLB has moved EARNELL LUCAS to a new role as VP/Educational Programming & Investigative Service in the league's department of investigations. Lucas, a former Milwaukee police captain and MLB employee since '02, had been VP/Security & Facility Management. The league hired BILL BORDLEY, a former MLB pitcher and Secret Service special agent, to take Lucas' prior role (Eric Fisher, SportsBusiness Journal)....ESPN promoted ROSALYN DURANT to ESPNU and ESPNHS VP, adding oversight of the net's high school properties to her duties. She will report to ESPN Exec VP/Programming Acquisitions & Strategy JOHN WILDHACK and Senior VP/Digital & Print Media JOHN KOSNER (ESPN)....CFL Saskatchewan Roughriders VP/Football Operations and coach KEN MILLER is stepping down from his positions after the '11 season (CP, 11/1)....Dodgers Assistant Farm Dir CHRIS HAYDOCK is leaving the team and joining MLB "to work on international projects." Haydock had been with the team since '96 (LATIMES.com, 10/31)....The Bucks named T'Wolves PR Manager MARK ROSENBERG to the same position (JSONLINE.com, 10/31).

COLLEGES: The Univ. of Louisiana named SCOTT FARMER AD, replacing DAVID WALKER, who retired in January (UL)....Western Carolina Univ. and AD CHIP SMITH have parted ways. Former WCU Senior Associate AD for Internal Operations FRED CANTLER will serve as interim AD (WCU)....The Univ. of Minnesota named Ohio State Univ.
