ANDREW FINE will lead the new division, which caters to professional athletes. Fine previously served as RLR Dir of Marketing & Broadcasting. As part of the new venture, ERIC WINCHEL has been promoted to Manager of Broadcasting (RLR)....MLBPA attorney JEFF FANNELL has launched his own sports consulting practice. Fannell, who had worked for the MLBPA since '00, has been retained by the NHLPA to assist with grievances and salary arbitration (THE DAILY)....Speed has hired TOM CAVANAUGH as VP/NASCAR Production. Cavanaugh will focus on content and editorial for all NASCAR on Speed on-track, at-track and in-studio production (Speed)....Global Spectrum has promoted Roanoke Civic Center Assistant GM ROBYN SCHON to GM, replacing CHRIS CONNOLLY, who was named GM of the Iowa Events Center (Global Spectrum)....Learfield Sports has promoted Tar Heel Sports Properties Account Exec SETH REEVES to Associate GM.
