LOS ARCOS GETS GO HEAD: CITY COUNCIL SAYS PLANS CAN PROCEED

          The Scottsdale City Council "reaffirmed its support" of
     a $550M sports and entertainment complex proposed by
     prospective Coyotes Owner Steve Ellman, according to Hernan
     Rozemberg of the ARIZONA REPUBLIC, who writes that the
     council voted 6-1 "to extend the life of the project's
     foundation," the Los Arcos Stadium District, through
     December 31.  While some council members "still expressed
     concern" about Ellman's financial capability to complete the
     project, Rozemberg writes that "most don't seem ready to
     assume responsibility for having nixed the deal."  Ellman's
     spokesperson Bob Kaufman called the vote "a loud message. 
     Obviously the majority of Scottsdale council members want
     this to go forward" (ARIZONA REPUBLIC, 8/22).
