In AZ, Hernan Rozemberg writes that the proposed $550M
sports and entertainment complex, including a 17,500-seat
arena for the Coyotes, at the former Los Arcos Mall site in
Scottsdale "hinges on the continued existence" of the Los
Arcos Stadium District. The district's continuance gives
developer Steve Ellman access to $200M in state and city
funds, but the legal agreement that created the district
"expired" August 1, and City Council members "will be asked
Monday to extend it." Rozemberg writes that Scottsdale "may
not be as ready" to give Ellman an extension, as Guadalupe
and Fountain Hills did last month (AZ REPUBLIC, 8/15)....In
Cincinnati, Mike Pulfer reports that "about a dozen" areas
in Paul Brown Stadium "have been designated" for outside
group rentals on dates that "don't interfere" with the
Bengals. Rates range from $1,000-3,000 per evening,
"depending on sizes and views." Food, beverages, services
and parking are "extra." Bengals Events Coordinator Ellen
Ritter said that the team has scheduled two private business
meetings at the stadium (CINCINNATI ENQUIRER, 8/12)....In
MN, Kevin Duchschere writes that St. Paul's electronic
parking sign system is "down," just several weeks before the
Wild's inaugural season. Interim RiverCentre Dir Erich
Mische said that he "is looking" at federal and state grants
to finance a system upgrade. One estimate puts an upgrade
at $100,000 (Minneapolis STAR TRIBUNE, 8/15).
