FACILITY NOTES

          Construction managers at Paul Brown Stadium reported
     yesterday that their estimate of $45M in construction cost
     overruns "has grown" to $46.2M (Dan Klepal, CINCINNATI
     ENQUIRER, 8/10)....In WA, Todd Miles cited Fife, WA,
     officials as saying that the A-League Seattle Sounders are
     "targeting" 80 acres of land in the city for a soccer
     facility and stadium.  Fife Dir of Parks and Rec Michael
     Lafreniere said that the Sounders and private investors
     would finance the $20-30M cost for an expandable, 5,000-seat
     stadium and facilities, in addition to youth foundations,
     scholarships and operating expenses.  If approved,
     construction would begin immediately (NEWS-TRIBUNE,
     8/9)....In Philadelphia, Bill Conlin writes that a $7M
     financing package for a $21M, 10,000-seat spring training
     facility for the Phillies in Clearwater, FL, was unanimously
     approved by a vote of 5-0.  The ballpark will also be funded
     by the state of FL and Pinellas County (DAILY NEWS, 8/10).
