LOUISVILLE MAYOR'S ARENA PROMISE IS NEWS TO MOST IN COUNTY

          Louisville Mayor Dave Armstrong has "promised he'll
     have a proposal" for the Rockets by tomorrow about building
     a downtown arena, "but two key figures in the NBA debate
     question that assertion," according to Chris Poynter of the
     Louisville COURIER-JOURNAL.  Jefferson County Judge-
     Executive Rebecca Jackson said yesterday that "she still
     hasn't seen an arena financing-plan and doubts that the
     county would help build it."  Jackson: "It doesn't look good
     for the county."  Meanwhile, J. Bruce Miller, the Louisville
     attorney who has been in discussions with the team, said
     that "he hasn't talked with Rockets officials for nearly
     three weeks, nor has he heard from Armstrong about a
     financial plan."  Asked about the status of the city's plan,
     Miller said, "Nobody knows" (COURIER-JOURNAL, 6/28).
