          In Charlotte, David Scott writes to "look for" Speedway
     Motorsports Inc. President Humpy Wheeler to announce today
     that "some ticket prices" will be reduced in Lowe's Motor
     Speedway's "lower-priced section."  1Wheeler: "We want to
     give something back to those so-called 'blue-collar' folks. 
     We want to give them some incentive for coming back, to let
     them know we appreciate them. ... We keep on being told
     we're getting too elitist.  And that's what we've got to get
     away from" (CHARLOTTE OBSERVER, 2/23).....In Baltimore, Jon
     Morgan reports the MD Stadium Authority (MSA) has selected
     Gilbane Building Co. as construction manager for the new
     $107M arena at the Univ. of MD.  MSA execs said the
     selection of Gilbane "has nothing to do with the pending
     move" of MSA Exec Dir Bruce Hoffman, who is scheduled to
     resign April 13 to join Gilbane as a regional VP (Balt. SUN,
     2/23)....AL State Rep. John Rogers said that a domed stadium
     for Birmingham is "practically a done deal thanks to private
     investors."  Rogers: "I anticipate we'll begin breaking
     ground in a year or two."  Rogers added that the plan "will
     not depend on tax dollars" (BIRMINGHAM NEWS, 2/22).
