FACILITY NOTES

          In Boston, Eileen McNamara writes that when the Red Sox
     unveiled a model of a new Fenway Park last spring, Boston's
     economy was "booming and the state was running a surplus big
     enough to encompass a new field of dreams."  But McNamara
     adds that the city's economics have changed and "if the team
     delays" presenting a financing package "much longer, its
     plans for public financing of a new ballpark could be
     stillborn" (BOSTON GLOBE, 2/16)....Birmingham Mayor Bernard
     Kincaid is "considering a new plan to build a downtown"
     domed stadium and wants to study whether the financing plan
     used to build the $275M Trans World Dome in St. Louis "would
     work" in Birmingham (BIRMINGHAM NEWS, 2/15).
