TASK FORCE SAYS TAX INCREASE IN THE CARDS FOR NEW STADIUM

          A stadium task force for AZ Gov. Jane Hull released a
     "tentative proposal" to levy "several special taxes over the
     next three decades" to finance $224M of the $329M
     construction costs of a new football stadium for the
     Cardinals and Fiesta Bowl, according to Pat Flannery of the
     ARIZONA REPUBLIC.  But AZ Senate President Brenda Burns
     "vowed" a public vote on any proposed tax increases, which
     Flannery wrote is a "chilling prospect" for stadium backers
     who saw Mesa, AZ, voters "shoot down" the Rio Salado
     Crossing stadium proposal last year.  Among the proposed new
     taxes are a statewide hotel bed tax increase of 0.5% and a
     new 3% Maricopa County car rental tax to replace the flat
     $2.50 fee currently charged on every car rental.  Also
     proposed was a new state income tax "levied on salary earned
     in Arizona by all visiting pro sports players."  The task
     force asked the Cardinals to put up $75M, the "same" amount
     the team offered in the prior proposal (AZ REPUBLIC, 1/15).
