POWER PLAYER: APPROVED CHANGES WOULD GIVE SELIG MORE PUNCH

          MLB owners will consider giving Commissioner Bud Selig
     "more power" during the league's owners meetings beginning
     Tuesday in Phoenix, according to USA TODAY's Hal Bodley. 
     Under a new proposal, Selig would be able to fine teams "as
     much as" $2M -- up from the current cap of $250,000 -- and
     could also "demand increased revenue sharing."  Owners are
     also "expected to complete reorganizing" MLB's central
     office following the elimination of the positions of NL and
     AL presidents (USA TODAY, 1/14).  With additional power,
     Selig "would have the right to ensure 'there is an
     appropriate level of long-term competitive balance among the
     clubs'" (WASHINGTON POST/AP, 1/14).  Former MLB Commissioner
     Peter Ueberroth, if the plan is approved for Selig: "I think
     it will be a dramatic improvement for the game" (AP, 1/14).
