FRANCHISE NOTES

          In Hartford, Greg Garber wrote that one year after the
     initial Patriots-Hartford stadium deal, CT Attorney General
     Richard Blumenthal said that the Patriots and the NFL are
     still "potential targets of a lawsuit."  Blumenthal "hopes
     to present an assessment" to CT Gov. John Rowland "before
     the end of the year" (HARTFORD COURANT, 11/20)....In St.
     Paul, Charley Walters wrote that the Twins rejected an offer
     from Socrates Babacas to buy the team for $150M.  Twins
     President Jerry Bell: "We told him the team was not for
     sale" (ST. PAUL PIONEER PRESS, 11/21)....The Raiders'
     litigation trial with Oakland and Alameda County, which was
     scheduled to begin in February, "has been postponed" to a
     undetermined date (OAKLAND TRIBUNE, 11/20).
