RAIDERS WR BROWN BEMOANS THE TEAM'S OFF-FIELD UNCERTAINTY

          Raiders WR Tim Brown said the uncertainty of the team's 
     future in Oakland is impacting the team's attendance.  Brown
     told FSN's Jim Rome, "With the speculation of us moving back
     to L.A., with the problems, all the issues they've been
     having with the city of Oakland ... I think that has a
     bigger part in it then us not winning as many games as we
     should have over the years."  Brown, when asked if he would
     like to see the team return to L.A.: "I'm not going to sit
     here in Oakland right now and say I would like to see the
     team go back to L.A.  But I just want to see this thing
     rectified in some kind of way, whether it's here or in L.A." 
     Brown said "all this up-in-the-air" stuff is "killing us
     around here."  Brown: "You can't get anything done off-the-
     field here because people are saying, 'Why should I do this
     with you when your owner is talking about doing this or
     doing that?' ... The marketing people tell you here that
     trying to go out and do something as far as marketing here
     is like going to Siberia somewhere.  It's just impossible to
     get something done" ("Last Word," FSN, 11/16).
