UP IN THE AIR: SPURS ARENA REFERENDUM TOO CLOSE TO CALL

          The November 2 vote for a new Spurs arena "has become
     too close to call, with the pro-arena faction losing ground
     and the number of undecided voters increasing over the past
     two weeks," according to Cardwell & Bower of the SAN ANTONIO
     EXPRESS-NEWS.  A telephone poll of 465 Bexar County voters
     conducted for the newspaper by the Univ. of TX-San Antonio
     last Wednesday and Thursday found that 43.7% of likely
     voters support the arena plan, while 37.6% are against it
     and 17% are undecided.  The poll had a margin of error of
     +/- 4.6%.  A previous poll conducted October 9-12 showed
     that 50.7% of voters favored the plan, 36.6% were opposed to
     it and 12.7% were undecided.  The drop in support for the
     arena "went not to the opposition, but into the category of
     undecided voters."  Both sides will unveil new TV ads this
     week, as the Spurs will have an "elaborate, multipronged
     attack that includes" F Sean Elliott (EXPRESS-NEWS, 10/24).
