COULD THE ESTABLISHMENT OF NEW NHL LOTTERY SAVE NHL TEAMS?

          In a letter to Ontario Finance Minister Ernie Eves,
     Federal Industry Minister John Manley yesterday "outlined
     for the first time" what the Canadian federal gov't would
     consider contributing to a "rescue plan" for Canada's six
     NHL franchises, according to Kathryn May of the OTTAWA
     CITIZEN.  Manley wrote that he will "support the creation"
     of a new NHL lottery, but he "does not offer to share
     existing federal lottery revenues."  Manley suggests
     "diverting or even waiving the federal share of any future
     payments should a new NHL lottery be created."  Any
     government position on the lottery will still have to be
     approved.  May: "Saving NHL hockey has become a political
     hot potato and Mr. Manley's letter dumps the issue back into
     the lap of Ontario.  The province is considered the pivotal
     player in any deal and its decision could pave the way for
     other reluctant provinces to come to the table."  Manley
     also wrote that offers from the NHL and NHLPA toward aiding
     teams are "lacking."  Manley: "I am of the view that a
     substantial contribution by the NHL and [NHLPA] is key, and
     such support has not materialized" (OTTAWA CITIZEN, 10/13).
