LEAGUE NOTES

          The NBA league meetings begin today in Vancouver, and
     in Dallas, Bart Hubbuch writes that the new rules changes
     "figure to dominate discussion," as they "have not been
     without their share of controversy."  Hubbuch adds that
     "also on the agenda" is a "detailed breakdown" of the new
     CBA and drug policy (DALLAS MORNING NEWS, 9/23)....In
     Dallas, Tony Fabrizio writes on the new Grand American Road
     Racing Association. (GARRA).  President Roger Edmondson said
     that the series "will not be positioned as a rival" to the
     American Le Mans Series, but Fabrizio wonders if two series
     can co-exist: "Interest among mainstream sports fans and the
     millions of racing fans who follow NASCAR is practically
     nil.  How are two sports car racing series going to thrive
     in a market in which one is gasping for air?" (DALLAS
     MORNING NEWS, 9/23)....The '99-2000 IHL All-Star Game, to be
     held January 17, 2000, "has been moved" from IL's Allstate
     Arena to Houston's Compaq Center (S.L.TRIBUNE, 9/21).
