          SPURS CAMPAIGN '99: The Spurs opened their official
     campaign headquarters on Saturday as they prepare for the
     November 2 arena vote.  The campaign will be managed by
     Eddie Aldrete, "a seasoned" consultant.  The "buzz" among
     local politicos is that the Spurs owners will spend $500,000
     to $3M in their effort to win the November 2 referendum (SAN
     ANTONIO EXPRESS-NEWS, 8/29)....Also in San Antonio, Jerry
     Briggs wrote that if the Spurs win the right to book events
     at a new arena, "fans can expect them to explore" the
     acquisition of a WNBA, an arena football and a minor league
     hockey franchise (SAN ANTONIO EXPRESS-NEWS, 8/28).
          VOTERS' CONCERN: St. Paul City Council candidate Rob
     Peitzman told the STAR TRIBUNE that the Twins ballpark issue
     is the "hottest single issue" this election season.  In
     Minneapolis, Kevin Duchschere wrote that the issue "has
     energized what at first promised to be a fairly dull
     election" (Minneapolis STAR TRIBUNE, 8/29).
