PADRES BALLPARK DEVELOPMENT ON HOLD AFTER JUDGE'S RULING

          CA Superior Court Judge Judith McConnell said yesterday
     that the city of San Diego "broke" CA law by "proceeding
     with the Padres ballpark project without an environmental
     impact report and must cease all physical work within the
     ballpark district until the study is completed," according
     to Philip LaVelle of the SAN DIEGO UNION-TRIBUNE.  The
     "precise details of what the city may or may not do now will
     be fleshed out at a hearing Thursday."  Padres Owner John
     Moores: "This won't be the only trip made to the courthouse
     for this project, but the ballpark absolutely will be built. 
     It's not a fatal flaw" (SAN DIEGO UNION-TRIBUNE, 6/22).  For
