EAGLES FLYING INTO EARLY STAGES OF NEW STADIUM DEAL?

          If everything "goes as expected" for the Eagles in a
     Philadelphia City Council meeting tomorrow, they will "feel
     confident enough to get their new South Philadelphia
     [stadium] project at least into the design stages,"
     according to sources of Edward Moran of the PHILADELPHIA
     DAILY NEWS.  A bill will be introduced that would allow the
     Eagles to build a practice facility on the grounds of the
     old Philadelphia Naval Hospital and Moran writes that
     "getting the Eagles' practice facility deal completed
     tomorrow will be a step toward a new football stadium." 
     Eagles VP Joseph Banner, on a new stadium: "I'm optimistic
     that the things that need to get done for us to open in 2002
     are going to happen. ... I hope that we will be able to wrap
     things up reasonably soon."  But Moran writes that "there
     will be no final solution until at least this fall, when
     Council returns from summer vacation and the Phillies have
     decided where they want to build" (PHILA. DAILY NEWS, 6/15).
