NFL TEAM NEWS: WILL KRAFT HAVE TO PAY RELOCATION FEE?

          In Boston, Will McDonough writes on the possibility of
     Patriots Owner Robert Kraft paying a relocation fee for
     moving his team to Hartford.  A league source said that "no
     decision has been made on whether Kraft will have to pay" a
     fee, but McDonough notes that could cause problems among the
     Ravens, Rams and Titans, who have previously paid such fees. 
     McDonough: "If he doesn't, then the fun will begin. ... That
     would be a major headache for the NFL" (BOSTON GLOBE, 2/17).
          BROWNS FANS BAD TO THE BONE: Browns Dir of PR Alex
     Martins said that only about 800 PSLs remain and that the
     team is selling them at a rate of 80 per day.  The team has
     already sold 53,000 PSLs and all of the 14,000 seats in the
     new Dawg Pound.  The Browns are planning to build 18 new
     mini-luxury suites because the 120 originals have already
     sold out (Terry Pluto, AKRON BEACON JOURNAL, 2/16).
