IS SPORTS LOTTERY THE RENDELL, BE ALL? FUNDING PLAN DROPPED

          Philadelphia Mayor Ed Rendell has "decided to drop his
     plan for a local, five-county sports lottery," which was
     "his first preference" for a local plan to fund the
     construction of two new stadiums in the city, according to
     Moran & Davies of the PHILADELPHIA DAILY NEWS.  The move
     "appears to support" sources' assumptions that Philadelphia
     "will not have a local plan in place before the Legislature
     votes" on stadium-funding issues by February 10, although
     Rendell "continues to insist the city will be ready" by
     then.  One other proposal about which Rendell has publicly
     spoken is "a surcharge on local sales taxes throughout the
     five-county area" (PHILADELPHIA DAILY NEWS, 1/26).
