WHO NEEDS SPORTS BARS? FCC RULES THAT RENTERS CAN GET DISHES

          The FCC "gave apartment renters the right to install
     television satellite dishes on their balconies, patios or
     other private outdoor spaces," according to Randy Kennedy of
     the N.Y. TIMES.  The ruling "essentially extends to renters
     the same right" the Government has given owners of houses
     and apartments by barring local governments, homeowner
     associations and co-ops/condominium managers from
     "restricting installation of the dishes."  The change "goes
     into effect in about two months," and also gives renters the
     right to install dishes indoors, "anticipating the
     proliferation of new technology making indoor reception
     possible."  The rule "supersedes wording in rental leases
     that prohibits satellite dishes" (N.Y. TIMES, 11/21).
