RATINGS NOTES: CBS's week seven NFL coverage was up 29% from the 7.3/19 NBC earned during week seven last year. For the season, CBS is averaging an 8.7/21, up 4% from NBC's 8.4/21 average for the same period in '97....Fox's doubleheader was up 26% from the comparable week in '97, and the net is averaging a 9.6/23 through seven weeks, down 4% from last year's 10.0/24 (THE DAILY)....CBS's NCAA football average of 3.3/8 through seven games is up 6% from its 3.1/9 through eight games in '97 (CBS).
