N.Y. CITY COUNCIL PUTS YANKEES STADIUM ON BALLOT -- FOR NOW

          The N.Y. City Council "overrode a mayoral veto and
     voted to place a Yankee Stadium referendum on the November
     ballot," according to David Seifman of the N.Y. POST.  N.Y.
     Mayor Rudy Giuliani "denounced the vote as a 'sham' and said
     he would win a court challenge to block the referendum." 
     The council's 38-9 vote "went almost entirely along party
     lines," as every Republican voted against the override,
     while all but one Democrat voted for it (N.Y. POST, 8/28). 
     City Council Speaker Peter Vallone, the "force" behind the
     stadium referendum, said that it "is likely the issue would
     have to be settled in court" (N.Y. TIMES, 8/28).
