FRANCHISE NOTES

          MLS Commissioner Doug Logan said the league has been in
     "discussion" with Temple Univ. for the past year and is
     participating in a plan to bring an MLS team to Philadelphia
     and a 32,000-seat football stadium to Temple.  In
     Philadelphia, Edward Moran reports that Temple's "official
     stance is that it still can see itself as a partner in an
     Eagles stadium, but is exploring other options because there
     is no telling when or if the Eagles will get a new stadium"
     (PHILADELPHIA DAILY NEWS, 8/21)....The Raptors, who last
     season were one of only three NBA teams that did not have
     access to some form of digital video, purchased a US$200,000
     digital-video system manufactured by Siscom.  The Maple
     Leafs will eventually be able to use the system as well. 
     Ten NBA teams use the Siscom system, along with NBAE, NHL
     Productions, Fox Sports and ESPN (TORONTO SUN, 8/21)....A's
     President Sandy Alderson said that the team's projected
     attendance of 1.2 million "has to be considered a solid
     building block," and that fans "can expect to see meaningful
     increases in payroll" as a result (S.F. CHRONICLE, 8/21).
     ...Bengals President Mike Brown said that during
     presentations to the NFL on Wednesday, Browns' bidder Al
     Lerner displayed a "self-deprecating, charming manner.  I
     was very impressed with how direct and purposeful he was" 
     (CINCINNATI ENQUIRER, 8/21)....Oakland-Alameda County
     Coliseum Auth. attorney Jeffrey Kessler, on reports of the
     Raiders leaving Oakland: "They can't go anywhere, whether
     it's Los Angeles or Timbuktu" (S.F. CHRONICLE, 8/21).
