THE RETURN OF BRUCE HENDERSON: FILES SUIT CHALLENGING PADRES

          Former San Diego City Councilmember Bruce Henderson
     filed court papers yesterday "challenging" the $411M Padres
     ballpark project, according to Philip LaVelle of the SAN
     DIEGO UNION-TRIBUNE.  The suit alleges that ballot language
     "is marred," the project's "lack of an environmental impact
     report violates the California Environmental Quality Act,"
     and two-thirds voter approval "is required, not the simple
     majority sought by the Padres and the City Council." 
     Henderson: "We want a fair election."  Padres President
     Larry Lucchino said that he "was not surprised" by the suit. 
     Lucchino: "Everybody has, I guess, a certain mode of
     operation and this, I suppose, is his."  Henderson was an
     opponent of the Qualcomm renovation (UNION-TRIBUNE, 8/18).
