FACILITY NOTES

          A plan to dome the Cotton Bowl "moved forward"
     yesterday when the Dallas Park and Rec Board "unanimously
     approved a deal with a private foundation that intends to
     pay" for the $140M project (DALLAS MORNING NEWS, 8/14).
     ...The Harris County-Houston Sports Authority completed
     financing for the new Ballpark at Union Station yesterday by
     agreeing to borrow $236.5M.  The project, which will cost
     $249.5M to design and build on $20M worth of land, is
     "about" 20% complete and ahead of schedule.  So far, the
     authority has borrowed $40M in short-term notes (HOUSTON
     CHRONICLE, 8/14)....In San Antonio, Kevin O'Keeffe writes
     that with his latest arena plan, Spurs Chair Peter Holt has
     "come a long way after a year of threats."  O'Keeffe writes
     that should the team's Longhorn Quarry arena site "fail
     because of all the variables, Holt can at least say he
     tried.  By then, he'll have the citizens invested
     emotionally" (EXPRESS-NEWS, 8/14)....The DC Sports
     Commission said it will spend $1.5M for new scoreboards and
     a video screen at RFK Stadium to keep the 37-year-old
     stadium "competitive" (WASHINGTON TIMES, 8/14).
