WORK ON PARTS OF MILLER PARK DELAYED DUE TO $$ DISPUTE

          WI stadium board officials "halted work" on $1.1M worth
     of Miller Park infrastructure projects -- a beer garden and
     some parking lot paving -- "saying they need the city's
     overdue $9M payment for infrastructure before they can go
     on," according to Lamke & Nichols of the MILWAUKEE JOURNAL
     SENTINEL.  The stoppage is "not expected" to delay
     completion past the park's scheduled opening in 2000. 
     Milwaukee Mayor John Norquist appointed a three-member city
     task force to "meet with a stadium board task force to
     resolve the funding dispute."  The city has delayed the
     payment because of a "three-way dispute among it, the state
     and the board" over which entity "owes how much, and in what
     form, for infrastructure."  Norquist said the city would
     "ultimately come up with a way" to pay the $18M it owes for
     infrastructure overall, $9M in '98 and $9M more in '99
     (Lamke & Nichols, MILWAUKEE JOURNAL SENTINEL, 7/21).
