FACILITY NOTES

          The Reform Party of Canada "pressed the federal
     government Thursday to complain under the Free Trade
     Agreement or to the World Trade Organization [WTO] about the
     subsidization of new arenas for NHL teams by U.S.
     governments."  Reform Leader Preston Manning: "The U.S.
     hockey teams ... are very heavily subsidized and we believe
     that is contrary certainly to the spirit and perhaps the
     letter of NAFTA and the WTO" (CP/EDMONTON JOURNAL, 3/15)....
     An editorial in the TORONTO STAR said that the city "could
     reap a huge windfall from its interests at Union Station." 
     A report, prepared by "an expert with 30 years' knowledge of
     the city's commercial real estate market," says Toronto
     taxpayers stand to make between $96M and $602M from the city
     land at Union Station (TORONTO STAR, 3/16).
