PHILLY'S NEW LOCK-UP: EAGLES CRACK DOWN ON GAME-DAY CRIME

          The Eagles and the city of Philadelphia announced plans
     to tighten security at Veterans Stadium during NFL games,
     according to Phil Sheridan in a front-page report in today's
     PHILADELPHIA INQUIRER.  As part of the plan, two municipal
     judges will be stationed at the stadium during Eagles home
     games, to "collect fines on the spot or jail offenders
     immediately."  There will also be extra security and more
     city police officers patrolling the stadium.  This Sunday,
     as the Eagles play the Steelers, "undercover officers will
     even wear Steelers jackets to try to discourage the kind of
     intimidation that marred" the Monday night 49ers-Eagles game
     on November 10.  Eagles Owner Jeffrey Lurie: "After a
     setback like this, you've got to take action."  Philadelphia
     Mayor Ed Rendell: "I heard comments from fans who said,
     'Look, anyone who goes to an Eagles game should know that
     they can't bring their kids with them to the game.'  That is
     unacceptable to us as a city"  (PHILADELPHIA INQUIRER,
     11/21).  Lurie added the team is setting a "zero tolerance"
     policy that "calls for revocation of any season tickets"
     held by people who "directly or indirectly participate in
     rowdy behavior" (Ed Moran, PHILADELPHIA DAILY NEWS, 11/21).
