A CITY OF LITTLE LOVE? EAGLES PLEDGE NEW "GET TOUGH" POLICY

          The Eagles will announce a "'get tough' policy against
     unruly fans" later this week, after the "violence and
     inebriation" during the November 10 Monday night football
     game against the 49ers, according to April Adamson of the
     PHILADELPHIA INQUIRER.  The Eagles would not elaborate on
     their plans, other than to say a "zero tolerance" campaign
     will be announced.  They also "refused" to release the
     number and locations of their security staff during home
     games, as well as the number of arrests that have been made
     this season.  City Rec. Commissioner Michael DiBerardinis:
     "Is it a bigger problem than last year?  It looks like it. 
     It looks like the problem is growing."  But Eagles Exec VP
     Joe Banner said, "[T]he Vet is not a perfect place with no
     problems.  But we have gotten through this season with a
     small number of arrests" (PHILADELPHIA INQUIRER, 11/18).
