FACILITY NOTES

          In Dallas, with "no arena site picked by Wednesday's
     deadline," city officials "put off calling a January
     election" on the $230M plan, "threatening support for the
     deal."  The site decision is now scheduled for Friday. 
     Dallas Mayor Ron Kirk said if no site is selected on Friday,
     "we're going to be in trouble" (DALLAS MORNING NEWS,
     11/13)....The MLB Giants will officially break ground on
     their new ballpark December 11 (S.F. CHRONICLE, 11/13).
     ...Houlihan's Restaurant, which holds naming rights to Tampa
     Stadium, will open its first restaurant in the Tampa Bay
     area in June (ST. PETERSBURG TIMES, 11/12)....In Pittsburgh,
     the City Council has endorsed the creation of a "broad-based
     committee that would find ways to finance local development,
     including sports stadiums."   It is the "first step" in
     forming a "Plan B" to assist the Pirates and Steelers after
     a county tax initiative was defeated last week (Pittsburgh
     TRIBUNE-REVIEW, 11/13)....A PA gubernatorial commission
     report to be released today says the state "should at least
     partially fund construction of sports stadiums in Pittsburgh
     and Philadelphia."  The "controversy" is over how the state
     should "generate the money" (TRIBUNE-REVIEW, 11/13).
