Federal regulations begin this week that require broadcast
TV stations to carry three hours a week of educational shows
for viewers 16 and under. In N.Y., Lawrie Mifflin writes,
"A look at the fall schedule, which begins on Saturday,
raises serious questions about how ... networks have
accepted the challenge. ... the most watched network, NBC,
continues to say that 'N.B.A. Inside Stuff' is designed to
