STADIUM NOTES

          In an affidavit, Tigers President John McHale said that
     the team "must start construction" on their new stadium by
     December 1 or risk missing a deadline that "would cost them"
     $55M in state funding.  The affidavit was in response to a
     judge's order to supply information "about the stadium's
     plans to lawyers representing business now located on the
     stadium site" (DETROIT NEWS, 8/20)....In MN, the Hennepin
     County Board approved "donating two parcels of county land"
     for a new Twins ballpark, but a new amendment "limits" the
     Board's role in financial negotiations (STAR TRIBUNE, 8/20). 
     Also in MN, "with ideas on how to funds a Twins stadium
     flagging," State Sen. John Hottinger offered to tax
     investment of state residents "who hold more than $200,000
     in stocks, bonds and mutual funds" (STAR TRIBUNE, 8/20).
