S.D. ATTORNEY LOOKS TO BLOW THE WHISTLE ON PORT COMMISSION

          San Diego attorney Mike Aguirre has asked the CA Fair
     Political Practices Commission (FPPC) to "investigate the
     unanimous decision" by the San Diego Port Commission "to
     allocate up to $500,000 to the Super Bowl Host Committee,"
     according to Anthony Millican in the SAN DIEGO UNION-
     TRIBUNE.  Aguirre, "who challenged the expansion of Qualcomm
     Stadium is accusing the San Diego Port Commission of
     breaking state law by subsidizing Super Bowl events in
     exchange for free tickets and other perks related to the
     game."  Port Attorney David Chapman said Aquirre's complaint
     is "a little premature."  Millican writes the port and the
     committee "have yet to complete an agreement," and Chapman
     said any "considerations" the port gets from the committee
     would be made to the agency, not individual commissioners. 
     Chapman: "The district, clearly and of course, will comply
     with the law.  And that, in this case, will mean compliance
     with the guidelines of the FPPC with regard to any gifts
     that are received" (SAN DIEGO UNION-TRIBUNE, 6/28).
