DC STADIUM & ARENA UPDATE: COOKE STADIUM ALMOST COMPLETE

          The Redskins' new Jack Kent Cooke Stadium  is "nearly
     complete," but an "unusually wet summer could slow progress
     on the parking lots, forcing automobiles onto gravel in a
     few parking areas," according to Thomas Heath of the
     WASHINGTON POST.  Stadium Project Manager Walter Lynch: "We
     have contingency plans if it rains all summer" (WASHINGTON
     POST, 6/27).  In Washington, David Montgomery reports that
     the building of the MCI Center "has provided 272 new
     construction jobs for District residents, slightly behind
     the hiring pace specified by city law."  But MCI Center
     execs "promised" they will "fulfill the requirement" that
     51% of new construction jobs go to DC residents by the time
     MCI Center is complete this fall (WASHINGTON POST, 6/27).
