STADIUM NOTES

          In L.A., Jodi Wilgoren writes that City Councilmember
     Rita Walters said she is "extremely concerned" that the city
     would be responsible for $70M in bonds if a new downtown
     arena project fails.  Walters did not vote for the plan
     during a committee hearing and said that she "may oppose it"
     when it comes to the full council Friday (L.A. TIMES, 5/22)
     ....In Milwaukee, the WI Assembly Government Operations
     Committee voted in favor of a Senate-approved bill requiring
     the Miller Park stadium board to make all of its financial
     transactions available to the Legislature and the public
     every three months.  The bill also prevents the board from
     borrowing more than $160M "using the moral obligation of the
     state" to back the bonds (MILWAUKEE JOURNAL SENTINEL, 5/22).
