In Sacramento, Mark Kreidler noted a "concern" among

of the Rhode Island Legislature met with Patriots officials
Wednesday, "and came away with assurances that they were
still in the high-stakes stadium game" (Providence JOURNAL
BULLETIN, 5/15)....Ground was broken yesterday in Cleveland
for a new 72,000-seat stadium for the Browns, which is
expected to open in August '99 (AKRON BEACON JOURNAL,
5/16)....Cincinnati-based Don Schumacher & Associates (DSA)
is being retained by Carroll Properties, a real estate and
development company, to conduct a feasibility study for a
motor sports racing facility in northern Kentucky (DSA).
...KS Gov. Bill Graves signed a bill giving Wyandotte
County, KS, the ability to offer tax breaks to International
