SACRAMENTO SUES ITSELF? CITY ASKS JUDGE FOR LOAN REVIEW

          The city of Sacramento has sued itself over its pending
     $70M loan to the Kings, in a "strategic legal move,"
     according to Tony Bizjak in the SACRAMENTO BEE.  The
     "validation" suit asks a Sacramento Superior Court judge to
     review the city's loan deal and "rule once and for all on
     whether it is legal."  Since bond experts have told city
     officials that the bond sale that is part of the deal cannot
     go through unless the threat of lawsuits is eliminated,
     officials said they hope to "permanently sweep away any
     legal blocks" to the bond sale (SACRAMENTO BEE, 4/22).
