49ERS EYE FOR FOURTH QUARTER COMEBACK AS DECISION DAY NEARS

          The 49ers' campaign for voter approval of a $100M bond
     for a new stadium-retail-entertainment complex is six weeks
     away, and Edward Epstein of the S.F. CHRONICLE writes, "It
     has to be the oddest political campaign San Francisco has
     seen in a long time."  The 49ers are "probably the city's
     most popular institution," but recent published polls show
     the bond issue trailing.  The campaign's "biggest problem is
     to convince the skeptics that the deal they have worked out
     is a winner for the city and the team."  The campaign, which
     "has struggled to build momentum," has recently "convinced
     shy team owner Edward DeBartolo to make public appearances,"
     and starting May 1, 49ers President Carmen Policy will move
     his office to San Francisco, and "switch into full-time
     campaign mode."  To build momentum before the vote, the
     campaign will "unveil a big model of the complex it
     envisions at Candlestick Point" (S.F. CHRONICLE, 4/21).
