49ERS SAY THE DON'T HAVE ALL THE ANSWERS TO STADIUM PLAN

          With less than two months before San Francisco "voters
     decide whether to allow the huge Candlestick Point project
     to proceed, the 49ers admit they aren't able to provide many
     specifics on how the team will finance its $425 million
     share of the plan," according to Edward Epstein in an
     extensive page-one feature in the S.F. CHRONICLE.  Epstein:
     "Voters may not know how much of their tax money a new
     stadium will take.  They won't see a development agreement
     for the planned mall. ... Season-ticket holders don't know
     if they will be charged additional money up-front for a
     [PSL].'  Even the price of a single game ticket is a
     question mark."  49ers President Carmen Policy: "This is a
     major, complex deal.  We can't have all the pieces in place
     before the election."  Policy said that during the next few
     weeks, the campaign will try to "break down the complex
     arrangement into bite-size pieces.  That means displaying
     scale models and trying to make clear what financial
     benefits the city stands to gain" from the complex (S.F.
     CHRONICLE, 4/10).
