DALLAS MAYOR KIRK SAYS NEITHER TEAM PROPOSAL TOUGH ENOUGH

          Dallas Mayor Ron Kirk said yesterday that neither of
     the arena proposals presented by the Mavericks and Stars
     "would be accepted as presented," according to Todd Gillman
     in the DALLAS MORNING NEWS.  Kirk "made it clear" that the
     plans haven't been rejected, but admitted, "You can safely
     presume that neither of these proposals will be accepted by
     us."  City Manager John Ware said he asked for a
     "clarification" from the Mavs and the Stars on both arena
     proposals, adding "Our position is if we put money in, we
     must be reimbursed" (DALLAS MORNING NEWS, 3/26).
