STOPPAGE OF WORK ON TAMPA STADIUM WOULD PROVE COSTLY

          In Tampa, government leaders "have worried for weeks"
     that they can't afford to keep construction at the new
     football stadium going past next month, and if work has to
     stop, the Tampa Sports Authority says it may cost up to $10M
     to restart the project, according to Joe Henderson of the
     TAMPA TRIBUNE.  City officials say they would have to rebid
     some contracts and would face increases in material and
     labor costs if there is a work stoppage.  Without a bond
     sale, the fund "that has fueled about $20 million in work on
     the stadium thus far, will be exhausted by mid-April."  The
     city is awaiting a ruling on former Mayor Bill Poe's legal
     challenge to the project, which is expected shortly. The
     city and county have also agreed to pay the Bucs $437,500
     for each game not played at the new stadium after the
     September 20, 1998 deadline (TAMPA TRIBUNE, 3/20).
          POE ON?  If Poe loses his challenge, he has said he'll
     appeal to the FL Supreme Court, where a decision "likely
     wouldn't come" until June or July (TAMPA TRIBUNE, 3/20).
