CONTROLLER SAYS TAX REVENUES WILL COVER 49ERS STADIUM BONDS

          San Francisco Controller Ed Harrington says that taxes
     generated by a new football stadium and adjacent mall
     "should generate new revenues sufficient to pay all, or a
     substantial portion of" the $5.8M necessary to cover annual
     bond payments, according to John King of the S.F. CHRONICLE. 
     The finding is contrary to that of Board of Supervisors
     analyst Harvey Rose, who estimates public funding "would
     drain city coffers by at least $2 million a year." 
     Harrington's appraisal will appear in June's ballot handbook
     but Rose's will not.  The CHRONICLE's King calls the news
     "one of the first significant breaks the controversial bond
     measure has received since the football team and Mayor
     Willie Brown announced it" (S.F. CHRONICLE, 3/20).
