TALKS SET FOR TODAY OVER SAN DIEGO STADIUM EXPANSION

          A "breakthrough appeared likely" last night in the
     stalemate over the expansion of San Diego's Jack Murphy
     Stadium, with "key players" in the dispute scheduled to meet
     today to start the process towards a settlement (Ray Huard,
     SAN DIEGO UNION-TRIBUNE, 2/12).
          OLIVE BRANCH?  Mayor Susan Golding held a press
     conference Monday, offering to place all future construction
     projects on the ballot valued more than $50M, including a
     Padres stadium, in exchange for the dropping of a lawsuit
     aimed at renegotiating the Chargers' expansion plans.  But
     Golding said her plan would not include the $78M expansion
     of Jack Murphy (Barry Bloom, SAN DIEGO UNION-TRIBUNE, 2/11). 
     In response to Golding's proposal, a UNION-TRIBUNE editorial
     stated there is "no compelling reason" to seek voter
     approval for projects financed without a tax increase, "to
     do so would undermine representative government and cause
     delays and unnecessary uncertainty" (SAN DIEGO UNION-
     TRIBUNE, 2/12).
