LEGAL OPPOSITION MAY DISRUPT OPENING OF MARINERS STADIUM

          In Seattle, members of the Public Facilities District
     and the Metropolitan King County Council now "concede" that
     legal opposition to a new baseball stadium will delay the
     sale of $336M in construction bonds and could disrupt the
     scheduled '99 opening, according to David Schaefer in the
     SEATTLE TIMES.  With seven lawsuits pending, county and
     stadium officials said they must resolve some legal issues
     before they can market the bonds to finance the building.   
     Of the seven lawsuits, Schaefer added that the "most concern
     centers" on whether an initiative campaign calling for a
     public vote could delay the project and whether a public
     referendum should have been allowed on the County Council's
     January 6 vote to authorize the bonds (SEATTLE TIMES, 1/23).
